sir i got 98.4 percentile in jee mains in 2019. can i expect that i can get seat in nit warangal of branch civil

Yes your percentile seems quite good but I would like to ask why are you so persistent on getting NIT Warangal as you can get better branches at so many of the other NITs. Anyways that is your personal choice and NIT Warangal is one of the best institutes in India and you will surely get a seat there.
