see it depends on the exam authority, if they decided that questions is too tough and the number of failure candidates is large than they may decided to give grace marks to all candidates, however it is not like every year grace marks is given for all subjects. you

For subjects like history  old ncert is better but for subjects like geography,  polity etc new NCERT is better as many things have changed now and new NCERT has updated information
