According to the rules, You won't be eligible to participate for the 2nd round of NEET counselling if you have omitted the 1st round of counselling.
I would suggest you to look for other options to get admission in college.

As per my knowledge the choice filling for Bihar state neet 2020 has not yet started. First they will release the provisional state merit

With 511 marks in bc category, you have chances to get a seat for MBBS.
If not in first round then you can get a seat in second round.
