Last year, cutoff rank for BHMS college allotment in UP was-
First round- 7974
Second round- 9820
Cutoff marks for BAMS was 420+
Since your marks are 480, you have decent chance to get government college for BAMS , BHMS( little less)

There are many facing the same problem. It might be because of the site problem. I will suggest you to try after sometime if still you face the problem then contact the officials. You will find the details in the official website. The Karnataka Examination Authority (KEA), Bangalore is the competent conducting authority for Karnataka MBBS 2020 counselling for the students who are eligible. Karnataka MBBS/BDS counselling for every round will be done in online mode.

Cut off marks for medical colleges continues to change every year, depending on various factors such as the number of students taking part in the exam, the type of marks they have obtained, the level of strength of the exam, etc.

If candidate did not report at allotted college in Round-1 for example, then security fees deposited by the candidate will be lost and candidate will be eligible for participation in further round of counseling only after re-registration and payment of fees for Round-2.

This option comes during maharastra state counselling whether to choose your seat under general category or reserved category. Earmarking is an option for a Candidate belonging to Reserved Category. It is an option for him/her to choose a seat either under General Category or Reserved Category. If you have good ranks and you can get college of your choice through general category or reserved category too then you have option to choose from it. If you decides to opt for a seat under General Category, his/her Reservation can be opted for the next Candidate in the Category list. For this you should select 1 and if you want to opt fpr a seat under Reserved Category and not through Earmarking, you should opt for 2.

You cannot use your NEET score for admission to B.Sc. Nursing course, as the NEET is an entrance examination for admission to courses like MBBS, BAMS, BHMS, BDS, B.V.Sc. and likewise some other AYUSH courses and in state like Maharashtra it is considered for admission to BPT as well. But for B.Sc Nursing different colleges have different admission criterias, some colleges take admission on the basis class 12th score whereas some on the basis of entrance test conducted by them and since you have not mentioned the name of college so it's quite difficult to guide you with an accurate information.

The rank list has been announced. The cutoff for general category students is 147 marks, General (PH) is 129 marks and for backward category, SC, ST and candidates under physically challenged categories, is 113 marks. As on site it is clearly not written when the counselling will start but according to previous years after the announcement of rank list registration starts in 2 weeks of time and tentative date for today is around that only so we have check regularly the official website

In 2019, under State Quota, an All India Rank of 37846 was the cut off rank for AU Region female and the cut off rank for SVU was 43744. This was approximately a marks range of 400-450.
