Yes, you are eligible for NEET after passing 12th from NIOS, it doesn't matter even if you had failed in your west Bengal 12th board earlier.
This is because,
Eligibility of students from NIOS and other open boards is in Supreme Court but until the supreme court gives its judgement ,students of nios and all other recognised open boards are eligible for Neet examination provided they fulfill Neet eligibility criteria given below :-
-----------) Qualification required :-As per Neet eligibility to be eligible you must be either appearing for 12th board examination or should have passed 12th board examination with physics, chemistry ,biology/biotechnology and English as core subject.
†††Important Note :- Students with Biology as an additional subject are also provisionally eligible for neet. Also recognised open board students are eligible until Supreme Court gives its judgement over it.

at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category

Yes, it is possible to write the NIOS after passing 12th board exams.
NIOS allows you to apply again in a subject, which you have already passed, for improvement of performance but only once. Passing 12th NIOs is equivalent to pass the 12th class form any other board (National/State/Private). National Institute of Open School has a system of odes that means On demand examination system has the option for both online and offline for the time beings. Is depend upon the choice of a student of news weather here she will appear in the examination of 12th class in offline or online. If one paper online here she may appear online 12th class examination. 1989 Ministry of human resource development Government of India has set up open school system that was called National open schooling nowadays it has been change its name as National Institute of Open schooling system in which a special system is there on demand examination system. As per guidelines issued by NIOS, a student passed out 12th from NIOS is not eligible for taking admission in Pharmacy courses.
eligibility certificate NIOS-
Candidate age should be complete 14 years for taking nios admission in 10th Secondary Course. 8th or 9th Class Pass School leaving certificate should be signed by the principal & Gazette officer the competent education authority.

To appear in NEET UG you need to satisfy some eligibility conditions :-
