When it comes to state eligibility test, you can only appear for the stat you belong to, SET is usually conducted once a year unlike in case of NET which is conducted twice, if you want to join as JRF or even assistant professor in some other state, then you need to qualify for NET as it's a national level exams and its scores are accepted every college/university .
In NEET 2020 as you have got 478 marks by estimating you have the chances of getting a seat allotted in the any of the government colleges. As you belong to the SC category you have more chances of getting allotted.

Guru Gobind Singh Indraprastha University was established as Indraprastha University (IPU) in 1998 by the Govt. of NCT Delhi as a state university under the provisions of Guru Gobind Singh Indraprastha University Act, 1998.
The university has around 116 affiliated colleges in Delhi - NCR. You will find these colleges situated in Delhi and areas around it such as Ghaziabad, Greater Noida, Narela, Sonipat, and many more.
As on date, there is no college available nearby/in Odisha. However, according to your rank, you might be able to fetch a seat in colleges falling in the NCR region.
