You can only apply for the 15% seats of other states (of which you don't have domicile). And that is possible only through All India 15% counselling. Other than that you cannot apply for other state counselling if you don't have their domicile. Apart from that you can also apply for the deemed universities in other states as they hold their separate counselling.

According to what I could find, they offer no post-graduation courses. The only courses offered are B.Com, B.A. and B.Sc. They seem to have no program for PG-Courses even on their official website which you can visit HERE (http://vnautocollege.in/) .
