During admission every student have to pay caution fees to their college. After completing your final year students can apply to get a refund of the caution money. Please, contact your college official for more information regarding it.
Now, if your family income is less than 2.50lacs per annum then during counselling you can apply for TFW category and if get a seat in this quota then you will get remission of tuition fee for every semester.
Also, you can apply for different govt. scholarship if eligible.

Hi. 50% of the seats are reserved for the GREENCARD holders i.e. 50% of the seats are for candidates from Odisha. As per your rank, you can easily get a seat there in ECE branch as per the previous year cutoffs. You will just have to wait for their spot round which happens after their counselling gets over. There is a high chance that you might not get a seat in the normal rounds. But don't lose your hopes. You will definitely get a seat there in the spot rounds.

With 37000, there are less chances to get seat in government Medical college through all India counselling if you are from general Category candidate. However you may get seat in colleges through state quota counselling at High tech Medical College and hospital, Bhubneshwar ,
