can i get any branch in NIT RKL with an obc category rank of 2 lakhs? my home state is Odisha.

It is difficult to get admission in NITs with a rank of 2lakh in jee mains 2020. But you can try for GFTIS or state government autonomous engineering institute. For which you should appear for the JoSSA councelling and other states councelling. If you have a high score or rank in NEET UG examination, then you can easily get a seat in the colleges of Chhattisgarh and Jharkhand, through the All India Quota seats (15%). A total of 1776 students were supposed to write the exam in Bhubaneswar out of which 793 skipped the test. A total number of 38,200 students had enrolled for the JEE exam from Odisha .

My NEET 2020 score is 571 with all india rank around 35000 & I belong to general category with domicile state Odisha. Can somebody suggest if I should apply for AIQ councelling? Or should I just apply for state councelling only?

Dear student, as per your rank and your category the chances are quite very low that you can get admitted into a government colleges of odisha or some other state governed college, but still you can apply for them, like in bit sindri of jharkhand. You must also sit in jossa counseling so that if there is any chance, a single little chance for you to get any college, then based on your rank you will be provided that college.

As per your question, according to you your 12th board exam will be in 2022 so as of now you have enough time for you to score good marks in 12th.As you didn't mentioned your stream but no problem you can still go with NCERT books as NCERT book cover each and every topic effectively. As if you read thoroughly only NCERT book also then  also you can get good marks in any entrance exams .

Being a general category student it is very difficult to get government colleges with this rank.
And moreover you'll not get cse with this rank.
Chances for you are very low to get cse in government colleges.
But you might get cse some private colleges.
Though getting cse is quite difficult with your rank.
