Domicile certificate is a legal document that is required to prove the residency in a particular State. For admission under 85% state quota seats or for 15% AIQ seats, this document is important.
In such cases you are eligible for domicile of both the states one from where you actually belong and one where did your 11th 12th schooling (assuming you did it from haryana).
That is your one domicile is from which state you did your 11th and 12th schooling and the other is the state where you own property or have stayed more than a few years (the number of years are different for different states usually its 8 years)

The RIE CEE entrance examination for admission into Integrated B.Ed courses were conducted on 2nd of August. Although there has been no official declaration but the results are tentatively supposed to be declared in the month of October after which the counselling for admission would be conducted so I believe you would be able to apply in different colleges of Odisha offering integrated B.Ed courses in the month of October 2020 itself.
However, do be informed that these dates may also be postponed amidst the Coronavirus pandemic.
