So as per my concern there is no spot admission in VSSUT unless some of the specific branches where there will be vacancy and spot admission is done on the basis of first come first service. So, the admission is done on the basis of the counselling conducted by OJEE. So keep in touch with the college website so as get updates about the spot admission process.

As you have mentioned you got 67 in OUAT examination as well as you have SC category , I think you will get a government college but some specific one only.
you can go for the following colleges- B.Sc.(Agriculture) Bhawanipatna ,B.Sc.(Horticulture) ,B.Sc. (Agriculture) Chiplima , B.Sc.(Forestry) , B.Tech(Agricultural Engineering) ,B.Sc.(Home Science) ,B.F.Sc .

If you have a ews certificate and with this score i guess you can get a govervent seat. It depends totally on the cutoff that is being set by the NEET-2020 authorites.

AIIMS Bhubaneswar announce its cut off & merit list for various courses to get admission in UG & PG programs every year. So based on ranks if you score a rank under 300 then you you will easily get into AIIMS Bhubaneswar. In my opinion scoring above 135 marks will be considered as in a safer side (taking into consideration the difficulty level of this year exam).
