You can pursue PhD either by applying to PhD programmes given on the official college website, or by individually mailing the professors of your interest for a vacant position. The programme/professor will let you know if they would need you to give exams like TOFEL or ILETS to check your command over English language. Once you get a position, you can apply for a VISA, and complete its requirements.

sorry to say but you cannot P.hD in sociology as you are a mechanical engineer and the as per the minimum eligibility criteria to get admission into same is candidate must have masters degree in field of he wish to pursue P.hD in from a recognised university

Admission to PHD course in International Relations in South Asian University, Delhi consist of 2 phases. The first phase consist of written entrance exam and the second is interview. The entrance exam consist of 50 question of 1mark each which is to be answered in a time span of 2 hours. The syllabus consist of questions from general knowledge pertaining to South Asia and the world.

After clearing  Entrance Test and you'll be  shortlisted for interview and will have to furnish two letters of recommendation, a statement of purpose, a detailed research proposal and face an interview.

no you cannot do P.hd right after completing your graduation degree , to do phd you must a hold a masters degree in the relevant subject you wish to do phd in .

see generally students from asian country like india, china, bangladesh goes for ms/ phd courses in foreign university after completing their graduation, also you must have the visa permit and must qualify in the certain exams as per the requirement of the university like gre, toefel, ielts etc, however after phd you may go for post doctoral research and may work as a research assistant or teaching assistant in the reputed university as well as research organization.

yes it is true the miniumum qualification for entry level scientist in india council of agricultural research by ARS examination has been revised in 2019, earlier the qualification and experience they demand was master's degree in relevant subject but the revised qualification and experience they do ask for is PH.D in relevant subject.
