Yes, of course you're eligible to apply for SSC CGL, because as per its eligibility criteria you need to pass graduation in any discipline from a recognized university, there is no specific aggregate requirement, only in few posts it's bit different such as for Assistant Audit Officer/Assistant Account Officer the desirable qualification is CA/CMA/CS/MCom/MBA/Masters in Business Studies or Business Economics , for Junior Statistical Officer it's Bachelor's Degree in any discipline with statistics as one of the subject in graduation or 60% marks in mathematics at 10+2 level, for Statistical Investigator Grade-II the eligibility criteria is passed Bachelor's Degree in any discipline with statistics as one of the subject in graduation. other than these three you're eligible for rest of the posts, the exam is conducted in four tier levels, the first two are conducted in online mode with mcq format, third level is descriptive test, fourth level is skill test of data entry and computer proficiency test. interview doens't exist anymore in SSC CGL exam.

Government and Politics, Famous Personalities, Economy, History, Static GK, Geography, Current affairs
- Reasoning:
Coding-decoding, puzzles, blood relations, series, completion, calendars, family tree, syllogism, argument(strong/weak)
- Data analysis:
Geometry Work and time, Number system, Percentages, HCF & LCM, Averages Algebra, Profit & Loss Ratios and Proportion In-equations, Quadratic and linear equations, Geometric Progression, Time-Speed-Distance.
- English:
Verbal reasoning, sentence correction, idioms, analogies, word substitution, foreign words.

Both IGNOU and Osmania University holds a good reputation and recognition in India hence degrees obtained from the same will hold value. Here , you should take decision based on your future plan or requirements. It is to be decided based on your intention to whether get the degree through distance mode or regular mode. If you are expecting immediate career opportunities , even though distance programs holds value , common choice would be regular. If you are already working then correspondence/distance course would be convenient .The second point to consider is that political Science is a much diverse and complicated field in comparison to public Administration. Public administration is a sub field of political science,so you should decide according to your needs. Also it is not permitted to do a a regular or distance course in another university while doing a course from IGNOU so the answer to your second question is no.

I think you want to know about the admission process in BA hons in political Science.
As BA honors in political science is a 3 year undergraduate programme.
The minimum eligibility criteria required is intermediate qualification with a minimum aggregate score of 50%. with English as one of the main subjects (5% relaxation is eligible for SC/ST candidates).
Admission in this course is based upon the merit you get in 10+2 examination and some universities there is a separate entrance tests is to be conducted for getting admission like Delhi university.

Admission to political science in DU is purely merit based and it depends on the marks scored in 10+2 board level examinations.There are no as such entrance examination for the course in Delhi University.You need to fill the registration form in the official website of the university and also you need provide the marks details over there.Then you will get shortlisted as per the marks scored by you.
