The Graduate Aptitude Test in Engineering (GATE) is an examination which is used for admission into postgraduate programme or recruitment in Public Sector Undertakings (PSUs) of engineering students. However, whether you are eligible to sit for PSU interviews in third year differs from PSUs to PSU. Some PSU calls students from third year for interviews but others may not. Also, you can join any PSU only if you have your graduation certificate ready. So appearing for PSU interviews in final year is beneficial and widens your opportunity.

Public sector undertakings offer employment through GATE score on various posts for which notifications are released individually by every PSUs. Candidates have to use their valid GATE scores to be shortlisted for job. Some companies use the GATE scores as a direct means for recruitment. However, some companies use scores for shortlisting after which an interview, test or GD may be held to make the final recruitment decision.

Yes, several PSUs recruit petroleum engineers either through GATE score or they conduct their own entrance examination for the recruitment. PSUs like ONGC, HPCL, GAIL recruit petroleum engineers. You must appear for GATE if you are interested in a PSU which accepts GATE score. You need to score the minimum percentage in your Engineering to be eligible. Yes, you are eligible to apply for PSUs if you have completed B.E in Petroleum Engineering provided you must score the required minimum percentage in the graduation and fulfill the age criteria. Few PSUs recruit based on GATE score while PUSs conduct their own entrance exam for recruitment. You must have passed B.E from a recognised board or University.

Yes, electrical engineers have a lot of scope in PSUs and organizations like DRDO, NASA, etc. All these organizations release their vacancies each year before the exams (like GATE or other individual exams like that of DRDO and ISRO). Now the seats depend on the nature of the organization, so a PSU like NTPC would naturally have more vacancies for electrical engineers as opposed to OIL.
As for NASA, there is no exam in India for direct placement there, NASA releases its own vacancies from time to time and people apply for it on their websites, it's a different process. Please be on the look out for official NASA website notifications for more information.

It will be difficult for you to enter the PSU without the 60% aggregate. But we can always hope for the best. You can try for jobs earlier & make yourself experienced at such a level that the PSUs will want to hire you no matter what. After certain years, the 60% mark will not make much of a difference if you can provide the quality required in PSUs. Keep applying for various PSUs as you get experience & be persistent with your approach. Make yourself so skilled in your field that they can not reject your application (as you said it's your dream afterall).

PSUs offer different position to engineers with different salary structures.Being government owned organization working in PSUs has benefits like Dearness Allowance, CPF, Gratuity, Social Security Schemes, Pension, Medical benefits etc.
A career with PSU requires a strong and in-depth technical knowledge and understanding of core engineering Principals.

In respect of PSUs, ECE is always the better option than the CSE. ECE has a lot of portfolios and opportunities in PSUs like BEL, ISRO, etc.
Even in Placement, ECE has a broader scope, as due to the hybrid nature, ECE Students are eligible to sit for a lot of CSE, EEE, and IT Companies. But, in terms of placement package, CTC, CSE is one notch lead over the ECE.
In terms of higher studies, CSE and ECE both have ample opportunities.
