Gyan Sagar College in Punjab is a good option for mbbs. The studies are excellent, and the teaching is of the highest calibre. There is a smartboard in the classroom, and the campus is very clean. There is also a sports club and a field on campus, but there is no WiFi.
The placements facilities are also good.

Cut off mark depends on factors like toughness of exam ,number of candidates appeared,number of seats available etc. According to previous year sources 580+ mark is minimum needed for getting admission in government medical college. Government medical college Amritsar previous closing rank was 25 k AIR . This is for general category. Government medical college patiala it was 13k. The NEET cut off of 2021 for kashmiri migrants, The regulatory authority, Jammu and Kashmir board of proffesional enterance Examination ( (JKBOPEE) is competent to release the J&K NEET cut offs 2021 after completion of all processes of Counselling. The preparation of the J&K MBBS cut offs will be done on the basis of the seat allotment.
Candidates note that Jammu & kashmir students do not take part in any centralized counseling session for 15% All India Quota seats. Only state counseling will conduct Counselling for J&K MBBS Counselling for all available seats and cut offs released only in online mode for aspirants whose names are included in the seat allotment list.
For J&K migrants the seats available in 3 states only i.e Uttrakhand, Himachal Pradesh, Karnataka States which offers wards for kashmiri migrants reservation.
For that you have to submit evidential documents signed by an authority not lesser than deputy commissioner or district magistrate. These are the state which help you out to get admission and counseling procedure.

The cutoff for Thapar university round one has been declared and as per that 98.2 is the cut off for Computer Science and Engineering and 95.4 for CSE and business. They fill maximum of their seats on Jee mains basis.

To apply for 85% State Counselling of either Punjab or Haryana, you must need to have Domicile Certificate made from that particular state.
As you have done your +2 from Haryana but you've not mentioned from where you have passed your 10th? So, to get your Domicile Certificate of any state you have to give both 10th and 12th from that State only and should be residing there for atleast 5 - 10 years before.
Permanent or temporary address don't matter much for Domicile Certificate. You just have to be a resident of that State from past 10 years ago approx.
So coming back to your question, as you've done your 12th from Haryana so you definitely can't opt for 85% Punjab State Counselling since you can't have your Domicile Certificate from Punjab as it don't follows the conditions explained above.
Better you go for AIQ Counselling or if you've Domicile Certificate of Haryana then apply for that.

Yes , OBC stands for Other Backward Class, BC stands for Backward Class. So they are same. If you have central OBC certificate, it is enough for you to get a seat as per your quota.
So in NEET UG Punjab State counselling, you will be eligible to participate as OBC candidate.
