H i, first of all congrats for your 12th percentage and qualifying JEE Mains but I would like to tell you that Thapar University is one of the top most universities of India...
So, getting admission in B.Tech specially computer science is not possible.. But do not lose hope. You can try in other private colleges for another branches of B.Tech as there is much scope in another branches also..

Thanks for asking your query as per your marks in NATA 2019 you could easily get good colleges through the counseling because last year's cutoff of colleges was 78 to 56 marks for the general category, you can also get Chandigarh college of architecture, CEPT.

i will not use any sugarcoat for you, i am really sorry but see it's really difficult to get admission in punjab technical university with 397956 rank in jee.
you should try for other private college cause you will not get any government college with this rank.
don't loose hope and keep trying, i'll suggest you to attempt one more time in jee and score good marks and get a good government college for yourself but it will take a lots of preparation and hard work.

You can get CSE in NITs like Meghalaya, NIT Agartala, in IIITs like IIIT Nagpur, IIIT Kancheepuram, IIIT Naya Raipur, etc. Their closing ranks were near rank-7000 in the past year for the OBC Category. You can expect to get into these colleges for sure.
There are many options available for you and many more if you look in other branches like IT, ECE, and EEE as well.

As we all know already how fast NEET cut-off is changing every year so predicting before and get stuck to it would be unfair. We can predict only on the basis of previous year's cut-off .
According to previous year cut-off the All India Closing Rank of PIMS, Jalandhar was 34999 for general category , since you have not mentioned your category considering you general.
As you are from Punjab , through 85% state quota ,general category last year cut off was 580 , for OBC 550 and for BC 515 . So you may get a seat amongst 160 seats offered by PIMS,Jalandhar in 2nd round or 3rd round probably , but dont worry your marks are good and cut off may vary this year.

CMC, Ludhiana

According to previous year's cut off, candidates from general category requires around 580-600+ marks to get an admission for MBBS in government college. So it can be very difficult for you to get admission in government college. However you can try in subsequent or mop up rounds. Gyan Sagar College in Punjab is a good option for mbbs. The studies are excellent, and the teaching is of the highest calibre. There is a smartboard in the classroom, and the campus is very clean. There is also a sports club and a field on campus, but there is no WiFi.
The placements facilities are also good.
