For being eligible under OBC category you need to get a central OBC certificate , which is OBC-NCL (Non creamy Layer). Also the certificate must be valid as per the given date and year, i.e it should not be issued before a particular date or time.

I'm providing you domicile certificate eligibility criteria for neet for all these states and UT below, you can read those and then decide
HARYANA
The domicile criteria for NEET in Haryana state that the candidate must be a bonafide resident of the state of Haryana, which means the candidate should have resided there for a minimum of 10 years and should have studied under any board, CBSE, HBSE, AICSE or Open Haryana Board.
Only bonafide residents of Punjab are eligible for the 85% state quota seats through Punjab UG NEET admission . However, exemptions from this rule are given to:
Candidates whose parent/s were working with the Central Govt. of India/ Punjab Govt./ or All India Services and have now passed away.
Candidates who are children/ dependents of Central Govt. Employees (now not alive) who were posted in Punjab for at least 2 years out of 3 immediately preceding the year of passing Class XII or equivalent, but were posted outside of Punjab for some time during this period.
Candidates born in Punjab who are children of late Defense/Para Military Personnel.
Candidates who are children of Defense Personnel posted in Punjab.
Candidates applying under the NRI/ Minority quota are also eligible to avail the state quota seats.
Chandigarh
Students who meet the following NEET criteria may be eligible for 85% state/ UT reservation in the medical colleges in the Chandigarh NEET admission 2022 :
Aspirants who have studied in schools recognized by the Chandigarh administration and situated in the Union Territory of Chandigarh, as regular student.
Candidates whose parents are residents of Chandigarh for the preceding 5 years from the date of NEET application.
Candidates whose parents are employees of Central/ State Governments on deputation to Chandigarh, including Govt. employees of Chandigarh administration or working in autonomous bodies/ companies where Chandigarh administration has 20% or more stake. They should have resided for the preceding 3 years from the date of NEET application
For haryana you need residential certificate that she is leaving from 10years. Which is not possible for you, so it's better that she get admitted in Punjab and you are resident there so you might get domicile certificate also.

As you claimed you have given your choices of city let me tell you it's quite possible that in Chandigarh the slots have been full or you have filled the form late and that is the reason you were not alloted in Chandigarh.
Secondly, your 2nd choice was Punjab (rupnagar) but you have got a different place. This is possible only if the slots were full in that place or else NTA have allotted you the place by mistake.
You can't help with it because now you have been alloted.

For the score you have mentioned above, it can be difficult for you to get a government seat in BDS since last year's cut off for BDS in Punjab was around 275-295. Although you can try in subsequent rounds. You can easily get admission in Private Colleges through government quota. ECE is not given much consideration during the placement drive when it comes to placements. In my opinion Punjab technical University Jalandhar is better than Jaypee Noida ECE branch for cse as Punjab technical University Jalandhar provides better Placement opportunities, and study facilities.

Whenever you write such questions please try to mention your category also, now as you haven't mentioned I'll assume you belong to Gen category.
Punjab state have only 4 govt medical College functioning so cut off marks goes very high for these college.
Neet 2021 lowest cut off marks for Gen category was 571 marks in GMC, Amritsar and for OBC category was 530 marks. If you belong to some other categories mention in comment I'll tell you cut off marks.
Now if we compare then you lag behind by almost 50 marks of are Gen category students and it's hard to get a govt MBBS seat at your marks.
