As you had not mentioned your category , I will give you cut-off ranks for 4 categories GEN , OBC  , SC and ST. For KCET , cut-off ranks are General (7837 ) , OBC (13039 ) , SC (29024 ) , ST (18909 ) and for  COMEDK UGET cut-off ranks for General, OBC , SC , ST is 26258 .

Hostels in present scenario they are very costlier in any of the places huge amount we have to pay if we want more facilities and for good and healthy food and if we want necessities like Ac,refrigerator, washing machines,vaccum cleaner with cupboards to keep clothes and providing of such necessities the charge more cost from u and less necessities they will change u less cist nearly 1 lakh per annum and check  for good facilities for less cost u may get rid of paying money i think my suggestions and knowledge may be helpful to u.

yes, anyone can take admission in MSRIT or RV directly in second year throught lateral entry. The only condition is that you should have a diploma, no matter from which state you have done your diploma.
