I'm so sorry to inform you but with this rank being an OBC category student its tough to get admission as we all know that seats are very limited and admission is directly based merit rank. IIIT HYDERABAD is one of the most prestigious iiit you need to score above 99 percentile to secure your seat easily in good branch at IIIT HYDERABAD.
If you want to appear in jee main April exam,you need to apply for it. Application for jee main April starts from 07th of February and shall remain open till 07th of March 2020.

“SEBC” means Socially and educationally Backward classes of Citizens (SEBC) includes the Maratha Community declared to be Educationally and Socially Backward Category (SEBC) in pursuance of the Maharashtra State Reservation.
If you are asking about the application form for admission to state quota seats, you should mention SEBC category only. You will also have to produce non-creamy layer certificate.

Yes there are seat for Kashmiri Students and Migrants.
Total Seats: 80 [70 Seats on merit through All India Law Entrance Test (AILET) and 10 Seats for direct admission to Foreign Nationals on merit (5 seats for Foreign Nationals & 5 seats for OCI/PIO)] . Foreign Nationals are exempted from AILET. Reservation: 15% for SC candidates, 7.5% for ST candidates and 5% for Persons with Disabilities.
One additional supernumerary seat for Kashmiri Migrants. Two additional supernumerary seats for Residents of Jammu & Kashmir.

SEBC reservation has been in effect for NEET from the Academic year 2019-20. Though the Maharashtra State Government has approved the SEBC reservation, the Court has ordered a stay on it for NEET PG courses for the lack of sufficient seats. But this reservation was applicable for NEET from 2019 itself. So, the same will continue for NEET 2020 where in eligible Candidates can avail SEBC reservation.
Each NLU has its own Reservation policy complying with the Constitutional rights. No.of seats in all NLUs is 1308. As many as 621 State Quota seats are allotted for home candidates. NLU, Bhopal has 7 seats allotted for OBC. RMLNLU of UP has 43 seats available. Chanakya Law University has 14 seats available. There are 4 seats allotted for Women of BC. Ranchi NLU has 8 seats available. AP NLU has 17 seats available for BC Candidates.

The chances to get in any reputed NIT are negligible. Your friend can however try for NITs in MIzoram, Nagaland and Agartala.
However, ask your friend to prepare well and score better in the April JEE Main which will open a lot of options for him/her.
MCC has issued guidelines for NEET PG in 2019 regarding PWD reservations. In its own words " Persons with hearing disability of more than 40% may be made eligible to pursue Graduate Medical Education and may be given reservation, subject to the condition that the hearing disability is brought to a level of less than the benchmark of 40% with the aid of assistive devices. In addition to this, the individual should have a speech discrimination score of more than 60%."
So even with 58% hearing disability, it should be lesser than 40% when devices are used. Now you haven't mentioned if this is possible in your case. If it is, yes then you are eligible for PWD reservation.
