Yes, you are eligible for Delhi state quota.
This is because,
You have completed your 10+2 from Delhi.
But,
You won't be eligible for st reservation in Delhi state counselling.
To be eligible for reservation in state counselling , you need caste certificate of that state. But being domicile of Rajasthan you can't get Delhi st category certificate and thus not eligible for it. You will be treated as general in Delhi state counselling.

See as you have passed class 1st-12th from Delhi so you would be eligible for state quota counselling of Delhi but you will not be eligible for ST quota in Delhi state counselling because for it you require ST reservation certificate of Delhi and for ST certificate of Delhi you must be the permanent resident of Delhi and permanent resident in the sense that your family should be the permanent resident of Delhi on or before September 8th 1993, which you don't fulfil because you belongs to Rajasthan.
So if you want to take part in Delhi state quota counselling then you can take through only General category not through ST category.

Last year the cut off rank for BC category in Andhra Pradesh State Counselling was 85066. In 2020, this corresponded to 502 marks. While in 2019, this rank corresponded to marks between 452-442.
Nothing fixed can be said about your chances of getting a government medical college until NEET 2021 results come out. Cut off and ranks are subject to change every year depending on the difficulty level of the paper, the performance of students and the number of seats available.

Yes reservation criteria is available in IIIT Allahabad different categories. However there are no details about reservation for General EWS. Mentioned below are the reservation for other categories:
Candidates of SC & ST categories do not need to pay their tuition fees. They can only pay admission fees and Mess fees, & hostel fees. There is also quota for physically handicapped students, Kashmiri Migrants and Defence.

This would require your identity proof where your entire address is mentioned. Since you told that you are a permanent resident of Uttar Pradesh and studied in Maharashtra. You are eligible for state quota in the state of Uttar Pradesh.
