Yes of course you can apply for UPSC CDS exam being an arts graduate with any graduation degree you are eligible for cds and upsc exam but there some posts and departments that need only specialized stream graduate like in cds Navy only B.Tech graduates are eligible etc.
UPSC CDS examination is conducted to recruit officers in 3 armed forces of india Army,Navy & Air Force.CDS examination is conducted twice a year i.e. CDS I in the month of February and CDS II in the month of November.

Cutoff for BBA in dtu goes as high as 97% for general students considering previous year students, for other category and other state students cutoff varies.
Having said this I'll advice you to apply for the admission and keep checking their official website regularly to stay updated about 2022 cutoff. Simultaneously you can also apply in other universities for the same course.

Yes. A candidate who is having commerce background is eligible to join BCA course. But all the institutes will not accept these candidates.
Most of the institutes or colleges have the following common eligibility criteria to give admission for BCA course:
As you are from commerce background, you might not be having Mathematics in your 10+2.So you won't face a big problem at all.
Do any computer certification course. Some colleges will consider this to give admission for BCA course. Some other colleges will conduct entrance exam to give admission for this course.
Collect the list of top colleges offering this course around your location. Know the eligibility criteria and try to be eligible for it. After the completion of BCA course, try to join MCA course.
