If you are studying in Tamilnadu from 4th standard to 12th standard and your father or mother working place is Tamilnadu then you can get a residential certificate or Tamilnadu. Because you live there so long and completed your board examination also. If you have residential certificate in Tamilnadu then you can apply for 85% state quota counselling round. There will be no issues occur.

I am sorry to tell you dear but there is no state level Engineering entrance examination in Tamilnadu.
Admission in engineering courses in Tamilnadu is provided through Tamil Nadu Engineering Admissions i. e TNEA counseling on the basis of class 12th board examination and the TNEA counselling is conducted by Directorate of Technical Education , Tamil Nadu on its official website i. e tneaonline.org (http://tneaonline.org/) .

Currently there is no seperate exams available for states. You need to qualify NEET to get admission in My medical colleges. NEET qualified candidates are eligible for MBBS AND BDS. There is 50% all india quota seats and 50% state quotation seats available.
Depending upon cutoff rank varies every year and it varies from state to state as well. For general candidates cutoff is 50th percentile, for sc/st/obc it is 40th percentile and for General-PH it is 45th percentile.
