If you are already a merit student your rank will be below 10,000. The full fee reimbursement is provided only to the top 10,000 rankers. Atleast to get 35,000 fee reimbursement your father income must b below 1,00,000 on income certificate. As the income certificate you mentioned above

This year engineering clgs fees raises above 1 lakh I.e top colleges so many of them drop to opt such colleges so I have chances to get there??

You cannot get seat in PSG College, Coimbatore for your rank based on previous years cutoffs if you don't have any reservation or special quota. Cutoffs vary from year to year.
