No it's not compulsory that you have to join Army after completing NCC in your MBBS journey. See NCC is a voluntary organisation and its totally your wish if you want to join army as a doctor or not. But yes there certificate is of great importance whether it's of 'A', 'B' Or 'C'.

For admission into Btech courses you need to fill the application form released by University and allotment for the same would be done based upon one's performance in JEE main examination.

As we all know thapar University is a known university in india ,but for doing BA from there ,it may be something wrong but It depends on your financial condition ,however faculties and infrastructure is best ,you will be provided best teachers but your job will not confirm and there you have to pay a high fees ,also thapar university known for some negative things also but it also depend on you how you take it.

First of all , be sure that you have entered your gained rank correctly and secondly .. if your given rank is true and accurate , then the prediction of any govt college with that rank is unexpectable, as the rank is too low to take admission in any govt college , specially in ECE or CSE like top demanding branches .

At 99199 rank it is tough to get a cse seat at thapar and that is even tougher if you are an outside panjab candidate but you should still apply for the counseling, also if you have good marks in your 12 boards then those marks can help in admission also if compromise a bit on your branch and take another branch except cse then you have an option of branch change as well on the basis of your first year cpi.
For refund policy related queries it is best to contact the college directly through email or contact number as they are the best source of information. In my opinion there is a fixed period that TIET allows for withdrawal of admission that is if you withdraw your admission in the stipulated time full refund will be credited and after that subsequent deductions will be made.

It depends on the cut off and your rank. Each institute has different cut off for each branch and category. You need to select as many institutes as you want to avoid disappointment of not getting seat in an institute provided you must have secured a decent rank. You may still participate in subsequent rounds even if you haven't secured admission in first round of counselling. The cut off changes every year depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.
