Hope you are doing well ! Yes definitely it's a great option ,in my opinion and it is worth ,you should definitely try for that . NIE has very good campus placement . Around 90% of CSE & ISE Students got placed. The highest package offered was 29.5 Lacs per Annum by Cisco. Almost every student got internship in good companies..

As per your query ,
yes ,In BTECH you can change your branch after 1st year because in the 1st year the syllabus of all the branches are same.
So we can change our branch after 1st year .
Change of branch shall be strictly in order of merits of Applicants .
For this the purpose of CGPA obtained after the second semester shall be considered .
You should have maintain a good CGPA for shifting form one branch to another if you want to take computer science ,IT branch then you need to maintain 9 CGPA Because the merit list listed accordance to the CGPA of the first year .

NIE (National Institute of Engineering ) and NIEIT (National Institute Of Electronics And Information Technology ) both situated in mysore.NIEIT and NIE mysore both are different. NIE is an autonomous institution but NIEIT comes under VTU.In case of placement NIE has better placements compared to NIEIT .
The placements for the mechanical branch in NIE Mysore are very good. The placement percentage ranges from 50-60%. The salary offered is in the range of INR 3-16 LPA.
The placements for the mechanical branch is UVCE is very good. The placement percentage is nearly 60-70%. The lowest salary offered is nearly INR 3.5LPA and the highest salary being offered is INR 39LPA.
So, going by a comparative analysis based on placements, UVCE will be better for the mechanical branch. Both the colleges are academically very good.

Last year in first round of Karnataka MCA counselling for 3B category to get seat in National Institute Of Engineering Manandavadi, MYSORE is 632 as you have said. Considering the previous year cut off you have decent chances to get seat in National Institute Of Engineering Manandavadi,MYSORE in MCA as per your preference but the cut off this year is subjected to change depending on total number of candidates appeared, difficulty level of examination and total number of seats available etc. You may consider the preferred institute while filling the choice of the institutes during the counselling. You also have chances of getting seat in the following institutes
Mechanical engineering is a good domain to pursue by which you will become a developer of Engines, Design Engineer , Instrumentation Engineer, Automation Engineer ,among them you can go with both NIE Mysore and MS Ramaiah Institute of Technology they both are good in Mechanical Engineering.

As per your rank which is 29k it is quite advisable that you keep eyes on the previous year cut offs because it would be somewhat close to that. However various factors are considered while deciding the cut offs like number of vacant seats in college,number of candidates appearing in the examination, previous years cut offs and difficulty level of the paper.
If I had to check on a general basis then you are close to reva university and vidyavardaka Mysore .
