Home you want to say IT not ie and NIET not nie.
So for this JSS is the top private college of AKTU and NIET is the average colleges i terms of placement, faculty, infrastructure, campus, everything.
But if you choose your interest and master your skill then you can get the same package as of JSS.
And if you are interested in ECE then definitely you should choose JSS because when the companies come for the placements then allow ECE students also in the campus placement.
And if you want to read only IT subjects then you can choose NIET as is comes in the 3rd rank of greater noida region after GL bajaj and galgotias.
Still the decision is up to you whether you choose JSS or NIET but i will suggest you to go with the JSS.

The National Institute of Engineering (NIE), Mysore is an autonomous institute affiliated to the Visvesvaraya Technological University. Founded in the year 1946 by S. Ramaswamy, DV Narsimha Rao and T Ramarao, NIE was the second engineering college in Karnataka and the first one in Mysore. The National Institute Ranking Framework has placed NIE at 178th rank amongst all the Engineering Colleges in the country in 2019. It has also secured 28th rank as per Outlook India’s Top 150 Engineering colleges, 2019.

As you have mentioned that you have secured 24k in comedk 2021 and taking into consideration that you want to aim for cse at nie and you also belong to general category so you stand fair chances to get a seat there.
Although various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

Based on cutoff of previous years getting into NIE Mysore with the rank you have got is not possible as the cutoff of last year for CSE was around 5015 for category 1 students. However you could get into branches like ELECTRONICS AND ELECTRICAL , CIVIL , INDUSTRIAL AND PRODUCTION and MECHANICAL .

Hello Pooja. You mentioned you belong to SC category and are interested to know whether you have good chances in either Sri Jayachamarajendra College of Engineering or The National Institute of Engineering, Mysore or both.
You mentioned your rank in the question but didn't mention which exam you are talking about. Both of these colleges intake candidates on the basis of KCET and COMEDK-UGET.
If you are talking about KCET, based on your performance you have good chance to get admission to BE Construction Technology and Management , BE Industrial and Production Engineering and BE Polymer Science and Technology at Sri Jayachamarajendra College of Engineering.
