the Delhi University application for admission are not out yet. It will be released by 27th may. It won’t take more than 2-3 days for the forms to be out. It is expected to be released by 27th as is said by the officials. Just keep patience as you will be given enough time to fill in the forms.
if you are a general category student you stand no chance of getting in north campus of Delhi University. The cut off of Delhi University for economic honours in north Campus is more than 95% and your percentage is very less compared to it.

No, having maths as one of four best subjects is not compulsory to get an admission in B.Com or Eco(H) in any college of Delhi University. You can check the information bulletin available on the official University website for calculation of best 4 scores for different courses.

The registration process has already begun and will end by first week of June 2019.
In order to apply you have to fill an online application.
1. Register for the entrance exam by submitting your name, valid email address etc. Submit it.
2. Log in using your registered email id as username, password and captcha. Accept the declaration after logging in. Now enter all your details correctly. Click submit after checking all details.
3. Upload correct and relevant documents.
4. Preview the application and give it a final check for all correct details.
5. Pay for the application. The fees is 500 for General/OBC and 250 for SC/ST/PwD
6. Finally submit your application form. You are advised to download the application and get atleast 2 printouts for reference.

Yes, it is allowed to pursue a regular graduation course alongwith any course from an Open University. So you can study through IGNOU or some other open University while being a regular student of any graduation course from the University of Delhi or any other of your liking.

Mostly the merit goes very high around 95 It's because everyone targets DU..
But yes you can go for other universities and colleges there you might get a chance.

Hi, in order to seek admission in this course you must pass your 10+2 examinations and secure 55% or more in an aggregate of 3 subjects i.e physics/chemistry/biology/bio technology and you must pass in one compulsory language i.e english with 50% marks. Admission is merit based for this course.
Last year the cut offfs started around 95% and the lowest they reached for general category was 89% so unfortunately your admission seems quite dicy.
you can look for other colleges as back up in case it seems that its getting difficult to seek admission in DU. Good luck
