A b.com programme is a plain b.com degree with no specialisation. It is beneficial if you want to go for commerce related fields like CA/CS etc. Placements would depend on the college and on your ability, usually companies do allow both Honours and Programme candidates for applying.
A B.Voc can be considered like a professional course with many exit options. It prepares you for the job market and would probably fetch you a job especially in the sales sector. Internships form a good part of the course and placements are generally decent.
