it is important to add atleast one language subject in the best four percentage and if you had studied just one language subject than yes English is mandatory to add. According to Delhi University guidelines there must be one language subject and three core subjects.
the application form of Delhi University is not yet released. It is expected to be released in the last week of may. You can fill in online after that. The first cut off is expected to be released on 14th june. These are tentative dates and may change.
if you are a general category student your chances of getting in Delhi University are quite less. The cut off of Delhi University goes more than 85% for bcom honours. Your percentage is quite low as compared to the cut offs. So your chances are also very less.
Dear Yash you can admission in DU for BA(HONS) Economics at Atama Ram Sanatan Dharm college as per the previous year cutoff data might be slight variation possible in this clear. As per your 12th percentage, there is very less chance to get admission in DU with Arts. Explore other option dear or you can give entrance for DU.

Faculty of Medical Science, DU offer admission to Bachelor of Ayurvedic Medicine and Surgery (BAMS) and Bachelor of Unani Medicine and Surgery (BUMS) ,5½ years Course in the country through National Eligibility cum Entrance Test (NEET) conducted by the Central Board of Secondary Education (CBSE), Delhi. Candidates will be admitted in the given courses on the basis of marks / merit of NEET.
The cut offs for 2019 are yet to be released by the University.
Eligibility criteria-
Age limit: The candidates should have completed the age of 17 (seventeen) years.
Educational Qualification-
Bachelor of Ayurvedic Medicine and Surgery (BAMS): The candidates seeking admission to BAMS Course must have passed Intermediate/Senior School Certificate Examination(C.B.S.E.)/ Indian School Certificate Examination (12 years course) with Science (Physics, Chemistry & Biology) and English or any other equivalent qualification recognized by the University with 50% or more marks for General, 45% for OBC and 40% for SC/ST's in the aggregate of three subjects i.e. Physics, Chemistry, Biology and has also passed English from the recognised school conducting regular classes (except Patrachar Vidhyalaya & Open School) situated within the NCT of Delhi only. While deciding the merit the marks obtained in English will not be taken into consideration.
