Hi, I am an OCI person, but I have studied entirely in India. I also have my Adhar card. I want to know, in Delhi University, NITs and IITs can I apply as an Indian citizen in general category (with Indian students fee structure).

Yes, there is a provision for foreign nationals to apply in du. There is a 5% quota for foreign nationals. In the below link, detailed information is given regarding the eligibility.
