to get msc in top institute or phd courses or get opportunity as a junior research fello you need to score more than 80 percentage marks in ugc net. however it also depends on question difficulty level, students category , seat matrix etc.You did not mention which subject you are applying for, just make sure you have basic concepts clear of your stream and study last 10 years question paper.

You have not specified the university in which you want to take admission but generally you will not have a problem in securing admission provided you clear the entrance exam of the university, i would suggest you to check the eligibility criteria of the university you want to take admission in, in Delhi University for MA in Pol Science you can take admission provided you have scored an aggregate of 60% above in your BTech, post this you will need to qualify the university entrance exam.

Cutoff is the minimum marks required in any examination. It is similar to the passing marks that you need in school exams to qualify the examination. So, if you scored less than the cut-off then unfortunatel you aren't eligible to have admission this time.
For 2020 UGC NET, the application process will begin from 16 March 2020 and exam will be from 15-20 June 2020. So, try again.

There won't be any issues related to the gap period. Once you cleared NET, you may be enrolled as assistant professor in college . At the time of interview , you should be able to convince your panel by giving reasonable justification for your gap. What ultimately decides is that one's own passion towards the subject. According to guidelines of NTA,
You can submit only one application at a time with one challan number. Multiple applications using one challan number will be rejected. but if you want to sit for more than one subjects and you have that many number of challans then ofcouse you can seat for the exams.

Pls note the difference between CSIR NET and UGC NET. Both these exams are being conducted for Assistant Professorship and JRF
The National Eligibility Tests such as UGC NET, CSIR NET, all 2 entrance exams are initiated by the University Grants Commission.
From the very starting, the CSIR NET is conducted by CSIR itself and UGC NET was conducted by CBSE, it was earlier under the hat of UGC, but now UGC NET Exam will be conducted by NTA.
CSIR NET is specially designed for only those students who belong to Science Stream whereas UGC NET is for all other types of courses in India.
The Bachelor degree candidates holding qualification in B-Tech, B-Pharm (4 Years Degree) can appear for CSIR NET JRF but to appear in UGC NET Exam, they must have valid Post-Graduation Degree.
The age limit for appearing in CSIR NET is 28 Years (General & OBC) or 33 Years (ST/SC/PWD) whereas, for UGC NET, it is 30 Years (General) or 35 Years (ST/SC/PWD/OBC).
There are 3 sections in CSIR NET Exam (Part A, Part B & Part C) whereas the UGC NET consists of 2 Papers (Paper 1 & Paper 2)
The number of appearing candidates is more in UGC NET as compared to CSIR NET. If any doubts, pls feel free to ask !
