Yes, but you will have to deduct 2.5 percent from your actual best of 4 percentage. This is because you want to pursue a subject you didn't have in class 12.
With that said, there is another requirement for Honors in Commerce, which is Maths. And since you have that,

Yes, DU allows you to change your college and course also based on different cutoffs.

Yes you can go for Sanskrit Hons. As there is no such restriction that you need to study Sanskrit till 10+2 to become eligible for Bachelors in Sanskrit Hons.

By non-medical, I am assuming you mean Engineering (PCM)/ Computer Science (IP).

And yes, you do have a very good score. A score which will fetch you seats in B.Sc Maths, B.Sc Physics, and other Science subjects. It will also fetch you a seat in Computer Science. Maybe not St.

Firstly, you have to specify which criteria you belong to.
For General Category, in North Campus, the cutoff won't go below 93-94 percent for boys. Girls will get one percent leverage for the same.
This cut off is of Kirori Mal College and SGTB Khalsa College.

Hello dear...Commerce and Psychology are two different poles. I am sorry to say but you cannot pursue both simultaneously. You can opt  Psychology in either B.A course or B.Sc Course , depends on College you choose , but you can't pursue psychology in B.Com. in other words you study Commerce

With the recent cutoffs, with 84% it's really difficult getting into a DU college for commerce.

But if you do not get in the first cutoff list, do not be disheartened. Some colleges do release more lists and even if they dont, contact them personally to find out if seats
