Yes, DU allows you to change your college and course also based on different cutoffs.
Firstly, make sure you are eligible for admission into the college you want. Check their procedure and individual criteria, and only then decide to change your college.
Secondly, you will have to go to the college where you had taken admission in earlier cutoff and apply for withdrawal of admission. This process normally takes one whole day, so out of the 3 days after every cutoff, keep one day for this. Don't forget to collect the original documents back.
Thirdly, you have to follow the same process of admission in the new college. This will also require one whole day, so plan accordingly.
