The scholarship is different for both B.tech and B.Sc. courses. I don't think it would be continued in B.tech also. You can still talk to college authorities and confirm the same.
Migration of students from SOL to regular colleges is allowed. Student has to meet the requirements laid down by the University. Migration to the 2nd and 3rd year would be allowed in the same course and same subject. Refer to the link below for details-

By going for CBSE Improvement Exam, you will again fill the DU Application Form next year. So, accordingly you can make the necessary changes in the courses.
