Yes, it can be included by than there will be 2.5% of deduction from aggregate of best four percentage because only elective memtionex in list A are inclued for best four, rest subjects will have disadvantage of 2.5% each and will deducted from best four percentage.

Well i think that no you cannot take admission in 10th cut off seats are not vaccant and you are eligible in 9th cut off. Because in this case they will not provide you admission and they will say that why you did not took admission 9th cut
