You can not get admission in University of Delhi by using your JEE main score. JEE main score is used for admissions in BTECH courses of the accepting colleges.
You can get admission in Delhi University by using your 12th merit score that includes your best of four percentage.

You can take admission in Delhi University using the ST certificate of any region. Delhi University accepts the following certificate for relaxation of marks in the cut off list- SC, ST, OBC-NCL, PwD, EWS. It is fine if you have ST certificate of Rajasthan.

Visit any Jan Seva Kendra and ask the person specifically for a Central Government issued OBC certificate. The verification and signature usually takes time so be patient. You can also apply online for it, procedure depending on your State.
