Well, no such preference are given to people for filling forms beforehand. It's just required to be filled before the last date. You may even fill the form on the last date and have the same preference as the one who filled it in the very first instance.
EWS is the certificate of eligibility to get reservation in the admission process and in the govt. jobs of your state. EWS is issued by the megistrate, tesildar, income officer or any authorized person or govt. person. The main thing is that EWS certificate nuber is important to be entered

There is no entrance exam as in such to get into DU for BA hons but every college has its own cutoff for 12th marks based on which the admissions are done.
