Yes, you can fill both the forms for regular and for SOL. There's no problem in that, at the time of results, i.e., when the cut offs will be announced you can select for which you want to go for. If by chance you won't get in regular, you can go for correspondence.
So, opt for both while filling the form otherwise you won't be allowed when the cut off list of SOL will be released.

According to the reservation criteria of NEET 2021, if a candidate falls under the central OBC list then he/she will be allowed to avail benefits of reserved category. As you mentioned that in OBC central list, you do not fall in the reserved category, so you will be treated as a general/open category candidate, thus you need to fill General category in the NEET application form.

Once released, you can fill it if you fulfill its eligibility criteria provided below:-
* Qualifying Exam: - you should be either appearing for your class 12th board examination or should have passed it from a recognised board.
* Minimum percentage : if you are from General or OBC category then you must get at least 50% marks or if you are from SC / St / PC category then you must get least 40% marks in 12th board examination.
* Age :- You must be at least 16 years . No upper age limit is there.
