Float option is that your seat may be upgraded into a better choice. So if you chose float your present seat will be conserved and if you get a beeter option than you will be left with new seat and old seat will be alloted to someone else. And

Your OBC certificate which you have uploaded may not be valid. It may be unvalid. Or even it may be error. So, you need to mail your case to board and also call them over the phone to get your problem solved.

I think you are talking about withdrawing after first round and applying fresh in the 3rd round of the counselling so if you do so you'll be taken as a fresh candidate and will have to follow the procedure like one, so you willl have to go through

If your rank is better than the previous year closing rank for CSE in gl bajaj institute, than you have chances for getting CSE. So, put it in float option. And it is alway better to keep float option if you want something better than what you got.
