As per the rules of VIT they will refund all money except 10k ( counseling fee ) and 1k ( hostel fee ) if you withdraw before 1st july.

If you withdraw after the commencement of program , then they will deduct 11k + 55k extra.
If you withdraw after 1 month , then 11k + 75k extra.

If you withdraw after 2 months , then they won't refund you any money.

You may get Mtech in BITS but it's a little bit difficult to get Vellore branch. Definitely with this rank if you won't get it in Vellore than Chennai is the second best option, and you can make to Chennai. Bits cutoff is set every year based in the average performance of the students also most of the time it is seen that cs and it branch gets filled with under 1000 rank holders. So you should also open your choices for Chennai. Hope this helps.
