As per your percentile, you may get your admission in VIT Pune rather than PICT. This is because as per the college cutoff particularly for PICT, you did not able to secure more percentile, in other words you could not able to secure in the minimum qualifying range. But as you have scored good in the entrance exam, so you will able to get admission in VIT Pune. So no need to be worried.

VIT Pune has 80% of its seats reserved fr MHTCET and 20% seats are there for JEE Mains. To get a seat in VIT Pune through JEE mains you need to get a rank below 200000 (AIR) for course B.Tech Industrial Engineering and in MHTCET you will need a rank below 11954 for the same course.
Through MHTCET you can only apply for the private colleges of Maharashtra. For getting admission in VIT Pune you can give JEE Mains paper or mhtcet examination or GATE. And you said above that you are non domicile student. Don't worry in VIT Pune you can get admission through mhtcet examination without having a domicile certificate. Because out of state students get admission in mhtcet examination but their seats will be 15% in institution.

As far as UPSC preparation is concerned, you can opt for a college which is comparatively laid back in its dealings with academics so that you get more time to yourself and your preparation.
In that respect, I'd say Cummins College of engineering would be okay.
Other than that you need to prepare on your own as no college provides a fruitful environment for such preparations. The best thing you could do is to find a group in the college with the same UPSC aspirations as you and that way you can create your own little eco system for better results.

First of all I would like to tell you- it depends on what you like the most. If you like the subject then you will do good at it.
That being said, I will give you a gist of the three options so you can choose for yourself , which choice suits you the most.
Fergusson- Ranked 7 for Science by The Week, the placements of the college depends on the subject you get for BSc however the placement scenario for any bachelors subject (science) is not as great as BTech (you might have to do MMSc or even PhD or atleast qualify NET to get one lakh a month package). The infrastructure, environment and faculty is top notch and over all it is a dream college for those who like Science.
VIT Pune- Ranked 18 for engineering by Times 2020, this collge provies good placements in chemical engineering to 70-80% of the students. The teachers are helpful (with most having a phd from iits). The highest package offered revolves around 8 LPA and the average package offered is 3 lpa.
Cummins- Ranked 56 by The Week 2020, this college has good placement record overall however it is a bit low in Eand TC.The average package offered is around 4-5 LPA (better than VIT) in companies like Avaya, Cisco, Honeywell, Infosys, Wipro etc. The faculty and infrastructure are both great and the extra curricular activities are good. The overall environment is student friendly.

VIT is well known for its facilities and placement records. also Vit is autonomous so it has right to change or compile the syllabus on the basis of requirement. Vit pune offfers a lot of good facilities over Pimpri college of engineering and also it is in more demand than PCCOE. Faculty members are quite masters in their subjects and are also very supportive. So, you must refer this college.
