While your performance in MHT CET is below average, your performance in JEE Mains is quite dismal. Both these percentiles won't be able to provide you admission in any of the government engineering Institutes. It is even hopeless to look for colleges based on JEE Mains percentile. No as the cutoff for VIT Pune is high and for CSE branch would be quite tough. Cutoff varies every year which is based upon several factors. If you were from a reserved category then with the score you could had easily got the mentioned college. But with regard to your category you need to score better marks.
