See 5699 is a good rank in VITEE exam but as we all know CSE is top most branch prefered by students these days and VIT Vellore is also top most among all VIT so it seems that its your case is 50 50. it depend upon how

With this rank you can't get CSE in Vellore or Chennai Campus but you can get in Category 2 as in this category the fees will be higher than the original one.
You can easily get ECE or EEE with htis rank in either of the two campus.
