No, it is very difficult for you to get Computer Science Engineering branch in Vellore Institute of Technology in Campuses like Vellore or Chennai because your rank does not fall under previous Cutoffs for Computer Science Engineering branch in these Campuses. The cutoffs varies from year to year and depends on many factors as well.
You can try for category 5 but chances are less but you have to pay additional Rs. 2.5 Lakhs every year. In total every year you have to pay Rs. 5 Lakhs for the course. For 4 years you have to pay nearly Rs. 25 Lakhs.

You may have chances to get Computer Science Engineering in Category 1 or 2 in Vellore Institute of Technology, Vellore for your VITEEE 2021 Rank based on previous year's cut-offs.

With 7800 in VITEEE, I believe if not Category 1, you have fair chances of securing CSE or any of the available specializations under Category 2. You should keep you fingers crossed as you might just end up with CSE/ CSE(Spez) / IT under Category 1 of Counselling itself, subject to the competition amd cutoffs this year.
Ideally, for VIT with 7800, your preference order must be
1. Category 1 CSE/ CSE(Spez)/ IT
2. Category 2 CSE/ CSE(Spez)/ IT
3. Category 1 ECE

First of all I would like to congratulate you for successfully completing your VITEEE exam. Unfortunately getting a seat in Biotechnology in Vellore campus with a rank of 91356 is not possible as the cut-off for the same was 20,000 in 2016. Whereas, you can try applying for VIT AP and VIT Bhopal, as these two campuses are established recently, so seats can be secured very easily in these campuses. So, a seat in Category 1 will be easily available in these two campuses.
VIT AP and VIT Bhopal offer many specialisations in CSE branch such as Artificial Intelligence, Cyber security and Digital forensics, Gaming Technology, Health Informatics, Networking and Security, Data Analytics, Robotics, Business Systems. These courses are future ready and have high placement opportunities. You can opt for the one you like from these specialisations.

Your rank is quite good dear. You will get seat in VIT Vellore campus. Because the CSE department closing rank here almost 8k and IT department closing rank 12k and ECE department closing rank 16k. So your rank around 14k , you will get ECE or IT or another branch in engineering. You have to go for counselling and let's see which department you will get.

With a Rank of 8890 in VITEEE, you have fair chances of securing CSE at VIT Chennai, under Category 1 of Counselling.
