For getting in top B-schools of India like IIM-A, IIM-B, IIM-C, FMS Delhi etc. you need good marks not only in in CAT but also in Class 10th, 12th and your graduation. If you have some work experience then it gives you more advantages.
There is no specific cutoff of percentile on which you can get into top IIMs. Since your marks in 10th, 12th is above 90% and in graduation above 7 CGPA with work experience, you can expect a call from IIM-A, IIM-B, IIM-C if you have at least 99 percentile in CAT .
For FMS also you should aim for 99+ percentile in CAT and also keep in mind that if you score 95+ percentile in VARC Section it will increase your chances of getting in.

after completing diploma course in mechanical engineering, you can do b.tech, since b.tech is mostly conceptual subjects included in compare to diploma, you can join btech course by clearing lateral entry admission test in either of the below mention stream,
mechanical engineering,
production engineering,
mechatronics engineering
auto mobile engineering.
as per your experience you should go for production engineering discipline.
IIM Nagpur has released the cat cutoff (both sectional and overall) and for OBC category the minimum overall CAT percentile is 76.5. Thus it makes you eligible. On the other hand, your board marks are not so impressive but you have an advantage of having optimal work experience. Going by previous years' data, you have average chances to secure admission in IIM Nagpur.

You have an average Academic record so you need to target a little higher percentile than the closing cut-off.
After CAT result, Every Institute including IIM prepares a merit list to call students for next round of interview and WSAT which is based on your aggregate score which comprises of many factors such as CAT marks, 10th 12th and graduation percentage, work experience etc. with different weightages for different IIMs.
If you are targeting to get top IIMs like IIM A, B, C then try to score more than 99 percentile and for new IIMs try to score 95 percentile in CAT Entrance Exam. Other than IIMs, To get into top private colleges like FMS, JBIMS Mumbai, S.P Jain etc. You should have more than 96-98 percentile other than this for other private colleges you can get with 90+ percentile in CAT Entrance Exam.

Yes, it does count as work ex if you can show either a) a work experience certificate OR b) a joining letter and latest salary slip.
But generally they don't treat the quality of that work experience in similar lines of other relevant ones.
However, everything would be nullified if you can justify the relevance of your work experience in pursuing MBA.
As per the details provided, you have decent academic record and its really good that you have 2 years of work experience. It'll give you an edge in selection process. Also, if you belong to general category, then to get a call from IIM A,B,C you should focus on getting a minimum of 98 percentile in cat.

Yes, provided you have a decent percentile in the common admissions test(CAT) too. You have a decent profile but still there are lots of other factors which govern whether you'll be gettin a call from the top IIMs or not like which company did you work for, if the company is one in which the selection rate is less or the selection criteria is hard, which college you did your undergraduate degree from, which course did you pursue and many other factors which play a role.
