According to the category rank you have mentioned in the question you have no chances of getting in to IIIT Naya Raipur as per previous year's cut-off. As cut-offs for this year is not declared yet so we can guide you on the basis of previous year's cut-offs.

It is quite difficult to get government seat with this rank in veterinary course as last year the closing rank was around 2200-2500. If you have had 10k rank, it would have been still possible.
