There's nothing like best course for UPSC or the IAS examination , actually after your class 12th you can choose any subject of your interest for your graduation, as to be eligible for UPSC or the IAS examination there is no compulsion to be a graduate in a particular subject, you just need to be a graduate in any discipline to be eligible
