hello,

Every state has a domicile criteria which is used to claim State quota. As of now if it is 9 years then it will be 10 + while she completes her +2. this will make her eligible for domicile certificate.

please visit the State government official webpage to check the details and criteria. during making of certificate if she is minor then she can apply as minor and parents details will be taken into consideration.
