Are students from other states eligible to apply for mbbs in haryana under 85% quota? Also, is there any other state which does the same?

I am sorry to tell you but what you are saying is not possible.
You are eligible for 85 percent quota only in your home state and in the case you want to get a seat in any other state then you are eligible for only 15 percent quota and not85 % quota
