According to your question, i would give my review totally on the basis of placements and faculty staff members and also would take into account coding culture.
So, as per the placements are concerned undoubtedly Bapatla cse is better as it's 90% of the students were placed and it also has good infrastructure with good wifi facilities.On the other hand return on investment is concerned Raghu cse would be a better option because it has good coding culture.
